 GUARDIAN PROSTAR CONTRACTED TO DESIGN PORTAL TO MONITOR EXCAVATION ACTIVITIES

November 3, 2008 -

Grand Junction, Colorado - Page Tucker, CEO of Guardian ProStar, Inc. announced today that the company, which develops damage prevention software, has entered into a Development Agreement with Gas Technology Institute (GTI). The development is for a pilot project that is in collaboration with GTI and Virginia Utility Protection Service (VUPS) and is called the VUPS Pilot Project. The project steering committee has representation from utility companies, one-call centers, excavators, equipment manufacturers, contract locators and the Common Ground Alliance (CGA).

Guardian will utilize and leverage its current ”ProStar” technologies as well as further develop the ProStar Portal for the integration of systems that will monitor digging activities to ensure that all excavation has a valid one-call ticket associated with the work being performed. The system will include GPS monitor systems attached to the excavation equipment that will periodically send information from the excavation equipment to the one-call center where it will be cross referenced with existing locate tickets.

Guardian will be working closely with Trimble to integrate some of their currently available applications and hardware to meet the requirements of the project. Mr. Tucker said by early next year they expect to launch the test phase of the system to monitor for one-call ticket violations.

”We are very excited to have been selected to work with GTI and VUPS on this project. Third party damage is a major problem and in most cases the result of excavators that fail to utilize the one-call center or excavators that encroach upon locate marks. With GPS technology, GEO Spatial Information and Web-services being integrated with the Virginia One Call System and excavation equipment we will be able to notify an excavator of encroachment on an underground facility or of digging activity outside of a valid One-Call Ticket. This will dramatically reduce damages to buried facilities and also prevent serious injury that can result when a conflict with a utility occurs”, said Tucker.

Upon acceptance of the solution, the hardware and software acquired and developed for this project will be available to other one-call centers and utility companies for further demonstrations or implementation. Components that will result from this project will include GPS-based excavation monitoring antennas, one-call monitoring software and excavation encroachment software.

Grand Junction, Colorado. ProStar announced today that Mark Daniel Beckner, Chief Software Architect and Engineer for the Grand Junction-based firm, has negotiated a contract with APress, a Berkeley, CA publisher of books targeted at software professionals (www.apress.com).

Mr. Beckner will author BizTalk Server 2006 R2: Electronic Document Interchange (EDI), due to be published in November 2007 to support Microsoft’s commercial release of Biz Talk Server 2006 R2. Mr. Beckner was instrumental in developing and releasing the first BizTalk 2006 R2 EDI solution deployed in a production setting earlier in the year.

 PROSTAR ADDS BUSINESS DEVELOPMENT CONSULTANT

Grand Junction, Colorado. ProStar announced today that Bobby Walker has joined the firm as Business Development Consultant. Mr. Walker comes to ProStar with 18 years of business development experience, the last 12 with pipeline engineering consulting firms and pipeline construction contractors.

According to ProStar CEO Page Tucker, Mr. Walker's experience includes the representation of Sheehan Pipeline Construction Company, the oldest and most experienced pipeline construction company in North America. Most recently, Mr. Walker served as Business Development Manager for Denver-based, Trigon EPC. Mr. Walker has successfully developed new markets and clients, securing engineering and construction contracts in over 30 states. Bobby holds a BA in Communications from The University of Oklahoma.

 GUARDIAN PROSTAR RELEASES NEW SOFTWARE

Grand Junction, Colorado. Guardian ProStar, Inc. announced today the release of PointMan, its commercial field data collection software system. According to Guardian CEO Page Tucker, PointMan provides new and improved capabilities in utility infrastructure data collection, transfer and management.

“We believe our PointMan software offers a significant advancement in technology and benefits over traditional field data collection methods,” said Tucker. “Simply put, PointMan offers a faster, better and more accurate method for field data collection and data management activities.” The software version 1.0 operates on the Microsoft .NET framework 2.0 and Windows Mobile 5.0.

The PointMan application offers the versatility to operate on a wide variety of hardware platforms including desktops, laptops and mobile devices with any commercial GPS receiver. Its sophisticated communication and data synchronization features provide a number of project management and work progress reports that can be accessed from the office by management personnel, while work continues in the field.

 GUARDIAN PROSTAR HIRES SALES VP

Grand Junction, Colorado. Guardian ProStar announced today that Randy Meyer has joined the firm as Vice President of Sales. Mr. Meyer comes to Guardian ProStar with 20 years of experience selling GPS and Surveying hardware and software solutions to the GIS, Mapping, and Surveyor markets.

According to Guardian ProStar CEO Page Tucker, Mr. Meyer’s experience includes the development of marketing and distribution strategies for GIS/GPS data collection at Thales Navigation. He also spent 12 years at industry leader Trimble, where he was responsible for marketing GPS Survey and Mapping Systems as Director of Worldwide Sales.

 GUARDIAN PROSTAR INC. ACHIEVES FULL OPERATING CAPACITY (FOC)

Grand Junction, Colorado. Tom Sawyer, Chief Technology Officer, Guardian ProStar, Inc. announced today that the company had achieved full operating capability with its software and data systems. "FOC represents Guardian's functional capability to provide utility industry data services and asset management life cycle services to our customers. These include data collection, project management, damage prevention and financial (billing) services. These services are implemented in a scalable Service Oriented Architecture (SOA). In July we moved our central data repository, (The Grand Junction™) from a development test bed to a Class I data center at Via West Internet Services, Inc. in Denver Colorado," said Sawyer.

 SOFTWARE DEVELOPER TESTS SURVEYING APPLICATION “IN THE FIELD”

Grand Junction, Colorado—Page Tucker, CEO of Guardian ProStar, Inc., announced today that the company, which develops damage prevention software, has entered into a Field Trial Agreement with McKim & Creed, P.A. McKim & Creed is a nationally-ranked engineering and surveying firm headquartered in Wilmington, North Carolina.

For 90 days, McKim & Creed will deploy and use Predator, a software application developed by Colorado-based Guardian ProStar. The software will be used by survey teams in commercial utility data collection projects. Results of the field trials will be shared between the two companies for purposes of software validation and enhancement.

Upon acceptance of Guardian’s software, McKim & Creed will become the first surveying and engineering company to purchase ProStar’s Predator for use in its data collection, geographic information system (GIS) and SUE (subsurface utility engineering) activities.

“ We welcome the opportunity to work with McKim & Creed on this important stage of development,” said Tucker. “Their sophistication and expertise in the industry set a high standard for our Predator software and team to meet. I am confident we are up to the challenge.”

Grand Junction, Colorado-- Guardian ProStar CTO Tom Sawyer announced today that Scott A. Jones has joined the Guardian team as Senior Software Developer. According to a statement released by Sawyer, Mr. Jones has more than two decades of experience as a professional programmer and applications developer in both the personal computer and embedded systems environment.  INITIAL OPERATING CAPABILITY ACHIEVED

Grand Junction, Colorado– Guardian ProStar announced today that it has achieved Initial Operating Capability (IOC) with its Predator Software for utility data collection. IOC is defined as the capability for the software to collect data in the field, and synchronize the collected data with “The Grand Junction” Utility Data Repository, including the corresponding capability to view the collected data securely over the Internet. The Predator software has been extensively field tested, and will continue to be evaluated on a number of on-going projects prior to its commercial release scheduled for mid-summer of 2006.
